Job Description

Reporting to Program Manager

Responsibilities

Overall responsibility for the performance of the Consultant Design Teams, the User/Designer communications, the development and finalization of user program, the progress of the entire design development activities leading to the procurement of statutory approvals, the completion of the tendering formalities and liaison with the Client in respect of all design and technical issues throughout the design phase of individual project(s), all in accordance with the PM-CM Scope of Services.

Duties

  • Ensure that a homogenous, high quality service is delivered, throughout the Project, one that ensures not only minimum standards are maintained, but also that incremental increase in quality is achieved, within the framework of the PM Core Team, as Team players, not individuals.
  • Meet on regular basis with Core PM Team, to ensure everyone is kept up to date with current, and immediate future, Project and Bid Pack status
  • Evaluate and Report on Technical Tender Submittals
  • Advise the client through the Program Manager on all matters pertaining to Programming, Concept Design, Schematic Design, Design Development, Working Drawings, Tender Documents, Tender Submittals and Evaluation, and Issue For Construction Documents, including, but not limited to, technical considerations
  • The term Design Development shall include all stages from Programming, Concept Design to Contract Award.
  • Monitor the executions, administrations and performance of the Design Development; chair and minute all Contract Kick Off Meetings, Workshops, Progress Meetings and Design Management meetings and establish the methodology for ensuring the production of complete and approved design, tender and contract documentation in compliance with the approved Master Schedule prepared by the Program Management Team.
  • All minutes of meetings issued expeditiously, preferably within 48 hours of each meeting
  • Undertake with the Program Manager and Cost Manager a thorough review of Cost Estimates, Cost Plans and Cost Reconciliation Reports, at each and every Design Stage
  • Undertake with the Program Manager and Schedule Manager a thorough review of Master Schedule, Bid Pack Schedule and reconcile into an integrated schedule.
  • Ensure that the Design Architect and Executive Architect discharge their respective Scope of Services, and provide all Project Deliverables, in accordance with respective Contracts
  • Oversee and guide the activities of the Consultant in-house monitoring of the development of design
  • Coordinate with assigned Design Peer Review Teams, to ensure they are kept fully aware of progress, and when to expect Submittals for Design Reviews.
  • Ensure that the Design Review Teams comply with the "QUALITY CONTROL AND COORDINATION MANUAL FOR DESIGN REVIEWS"
  • Thoroughly review the Design Review Report prior to issue, incorporating all PM-CM comments, as available, into the Report, utilizing the same format, as an integrated KEO PM-CM Report, with no distinction of source of input
  • Coordinate with client, and incorporate their comments on Design Submittals, into the Design Review Report
  • Ensure that Design Architect and Executive Architect, or other consultants as appropriate, incorporate / respond to all observations contained within the Design Review Reports
  • Ensure, with the Program Manager that all Client consultation is undertaken, and that Client directives, or the like, are formally approved, prior to implementation
  • Ensure, with the Program Manager that all End User consultation is undertaken, and that End User directives, or the like, are formally approved by the Client, prior to implementation
  • Ensure that no Design Changes occur unless instructed by Client
  • Implement the Change Control process to manage change from whichever source, and advise the Cost Manager accordingly.
  • Ensure that the Design Team submittals comply with statutory requirements and that all formal permits and licenses are procured as legally required
  • Lead and/or Participate in Value Engineering studies and exercises as relevant
  • Proactively establish definitive implementation strategies.
  • Review the work of the Design Team at all stages of development and advise on technical progress
  • Reviews shall be ongoing, utilizing "in progress information" posted to Project Web Page, as part of the Design Architect and Executive Architect obligations for weekly progress reports
  • Review staged submission for conformity to accepted design standards, compliance with statutory requirements, completeness, accuracy and interdisciplinary coordination
  • Prepare documents necessary for the pre qualification of consultants and contractors, and subsequently complete a technical evaluation and Report
  • Undertake with the Program Manager, Schedule Manager and Cost Manager a thorough review of the Bid Pack Tender Documents, prior to issue
  • Contribute to the Risk Management process facilitated by the Cost Manager.

  • First hand experience of the project type, or very similar project, for which he/she will be Design Manager
  • Ability to work effectively under pressure to meet deadlines

  • Ability to think laterally.

Qualification and essential skills

  • Degree in appropriate discipline.
  • Minimum 15 years experience, primarily in delivering healthcare projects, including at least one major healthcare project - the project we are implementing is a fully digital 98,000m2 Specialist Teaching Hospital of 348 beds for Women & Children, a 60,000m2 car park plus Nurses Accommodation for 350 personnel.
  • Experience of current USA healthcare design would be a distinct advantage.
  • Must have proven experience of leading a Hospital project through the pre-construction phase, from initial space planning through to award of construction contract and procurement of all medical equipment.
  • Likely to be an architect who has left his design discipline behind and is now a project manager.
