Reporting
to Programme Manager
Responsibilities
Overall
responsibility for coordinating and managing Interior and FF&E design
across all Bid Packs on Education City at all stages of design prior to
construction stage. This includes interaction with KEO Preconstruction
Project Managers (Design Managers) for Bid Packs, the Client (QF), the
Client's Representative (QP), the Consultant Design Teams and the End
User representatives in respect of all design and technical issues, all
in accordance with the PM-CM Scope of Services.
Duties
- Ensure
that a consistent, homogenous, high quality service is delivered throughout,
one that ensures not only minimum standards are maintained, but also
that incremental increase in quality is achieved, within the framework
of the PM Core Team, as Team players, not individuals.
- Meet
on regular basis with Core PM Team, to ensure everyone is kept up to
date with current and immediate future, Interior/FF&E design status.
- Where
necessary, draft Appendices A to H inclusive of Tender Documents for
the procurement of Interior/FF&E design consultants for Bid Packs.
- Evaluate
and Report on Technical Tender Submittals.
- Advise
the Preconstruction Project Managers and the Programme Manager on all
matters pertaining to Programming, Concept Design, Schematic Design,
Design Development, Working Drawings, Tender Documents, Tender Submittals
and Evaluation, and Issue For Construction Documents, including, but
not limited to, technical considerations.
- The
term 'Design' shall include all stages from Programming, Concept Design
to Contract Award.
- Monitor
the executions, administrations and performance of the Design. Chair
and minute all Contract Kick Off Meetings for Interior/FF&E consultants,
Workshops, Progress Meetings and Design.
- Management
meetings and establish the methodology for ensuring the production of
complete and approved design, tender and contract documentation in compliance
with the approved Master Schedule prepared by the Programme Management
Team.
- All
minutes of meetings shall be issued expeditiously, preferably within
48 hours of each meeting.
- Undertake
with the Preconstruction Project Manager and Cost Manager a thorough
review of Cost Estimates, Cost Plans and Cost Reconciliation Reports,
for Interiors and FF&E at each and every Design Stage
- Undertake
with the Preconstruction Project Manager and Schedule Manager a thorough
review of Master Schedule, Bid Pack Schedule and reconcile into an integrated
schedule.
Ensure that the Design Architect and Executive Architect discharge their
respective Scope of Services, and provide all Interior and FF&E
Project Deliverables, in accordance with respective Contracts
Oversee and guide the activities of the Consultant in-house monitoring
of the development of Interior and FF&E design.
Carry out design reviews at each stage of design for Bid Packs and advise
the KEO Preconstruction Project Managers as early as possible of any
issues which arise from the Interior/FF&E design that impact on
other elements of the Bid Pack design, or vice versa, and that may need
adjustment/revision of the relevant design. At all times the emphasis
is on producing a coherent and effective design that meets the Client's
requirements whilst avoiding abortive work and lost time.
- Ensure
that the Interior/FF&E Design Reviews comply with KEO's "QUALITY
CONTROL AND COORDINATION MANUAL FOR DESIGN REVIEWS".
- Provide
all comments into the Design Review Report utilizing the stipulated
format, to ensure an integrated KEO PM-CM Report, with no distinction
of source of input.
- Coordinate
with QF and QP, and incorporate their comments on Interior and FF&E
Design Submittals, into the Design Review Report.
- Ensure
that Design Architect and Executive Architect, or other consultants
as appropriate, incorporate / respond to all Interior and FF&E observations
contained within the Design Review Reports.
- Ensure,
with the Programme Manager that all Client consultation is undertaken,
and that Client directives, or the like, are formally approved, prior
to implementation.
- Ensure,
with the Programme Manager that all End User consultation is undertaken,
and that End User directives, or the like, are formally approved by
the Client, prior to implementation.
- Ensure
that no Design Changes occur unless instructed by Client and advised
to the Preconstruction Project Manager beforehand.
- Implement
the Change Control process to manage change from whichever source, and
advise the Preconstruction Project Manager and Cost Manager accordingly.
- Ensure
that the Design Team submittals comply with statutory requirements on
Interiors and FF&E and, in conjunction with the Preconstruction
Project Manager, ensure that all formal permits and licenses are procured
as legally required.
- Assist
the Preconstruction Project Manager in the liaison with Statutory Authorities
with regard to technical matters.
- Participate
in Value Engineering studies and exercises as relevant.
- Assist
the Programme Manager and Preconstruction Project Manager in the establishment
of the definitive implementation strategy.
- Review
the work of the Design Team at all stages of development and advise
on technical progress.
- Reviews
shall be ongoing, utilizing ""in progress information""
posted to Buzzsaw, as part of the Design Architect and Executive Architect
obligations for weekly progress reports .
- Review
staged submission for conformity to accepted design standards, compliance
with statutory requirements, completeness, accuracy and inter-disciplinary
co-ordination.
- Prepare
documents necessary for the pre qualification of Interior and FF&E
consultants and contractors, and subsequently complete a technical evaluation
and Report.
- Undertake
with the Programme Manager, Preconstruction Project Manager, Schedule
Manager and Cost Manager a thorough review of the Bid Pack Tender Documents,
prior to issue.
- Contribute
to the Risk Management process facilitated by the Cost Manager.
